The Sakhalin region became the first area in Russia, where the absorption of greenhouse gases exceeded their emissions. This has been officially announced at the International Forum “Sustainable Development Island: Climate aspects”, held at the new Congress and the exhibition complex “Sakhalin Expo” near Korsakov.
The subject has reached the carbon neutrality ahead of time, one year before the Date of the Federal Law-December 31, 2025. Roshydromet officially confirmed: According to regional greenhouse gas institutes, for 2019-2023, net drives in the atmosphere fell 871 thousand tons in CO2-Calience. In 2024, the balance was negative 82 tons. The negative value shows the absorption beyond the emissions.
This is the result of climate experiments, starting in 2022. On the islands, an area of the greenhouse gas has been created, the comprehensive carbon regulations with exhaust quotes, compulsory verification of carbon reports of businesses have been introduced. This area actively introduces energy efficient and “green” technologies. Over three years, more than 1.3 billion rubles have been allocated to these goals and other goals.
– Sakhalin has been able to achieve carbon neutralization. Now the subject must decide whether she is valuable for him. As the area and business operations are ready to maintain carbon neutralization for a long time, the head of the Russian Economic Development Ministry Maxim Reshetnikov said at the Russian plenary session on the way to the low future forum.
Meanwhile, the economic efficiency of the experiment exceeds all expectations – the total regional product increased by 30 %, the subject accounted for the fourth position in assessing the investment attraction of the Russian Federation, last year's investment volume reached a record of 350 billion rubles.
– Sakhalin region, thanks to a climate test, has turned into a dynamic development topic. And even with limitations of hard environment, businesses come to Sakhalin. The leading mining companies work with us, and here they feel comfortable. This is an example of the sustainable development of the economy through a climate project, he said the head of the Sakhalin Valery Limarenko region said.

– We count carbon units and completely switch boiler houses to gas, replace the modern walls. And we have energy consumption. Gas control buses need half of the value of value compared to gasoline or diesel fuel. This is an effective economy.
