Parliament has transferred to the Deputy Head of the Federal Service Department on veterinary supervision and Phytosanter Konstantin Savenkov. In the letter, he recalled the discussion of solutions to the problem of homeless dogs that endanger the people. According to Milonov, the mechanisms and methods of population control are not against the causes of homeless animals, but with the consequences. Dogs are on the road because the old owners have lost the content.
Once on the street, the small dogs died in the first months, and the big and aggressive animals went down to the guitar and began to quickly crush, representing a serious danger to the people, the MPs emphasized.
Milonov proposes to introduce a level of ownership of a dog in cities: Small varieties will be available for free, and large and dangerous maintenance will be under the state control.
It is likely that irresponsible citizens are free to buy and maintain big and dangerous dogs in their apartments, over time we will be able to stop them on the street and therefore, we will be able to eliminate the problems of dangerous homeless dogs, the deputy emphasized.
Milonov proposes to receive a written approval and registration with veterinary control agencies if you want a big dog. According to the initiative, the list of potential dangerous dogs will be established by the Government.
