In order to prohibit the guarantee staff applying the ban on the amount of money issued by the military for the purchase or lease of houses, the Ministry of Defense of the Russian Federation proposed. The draft amended corresponding to the Federal Law on the proceedings of the enforcement has been submitted to discuss publicly about the portal of legal acts.
We are talking about the finance listed by the Ministry of Defense under the housing agreement that is targeted for those involved in the military's accumulation and mortgage system. After registering a soldier's ownership into a house, these money were received at his bank account.
Currently, this amount can be arrested if the army does not fulfill any other debt obligations. According to the main military department, 3.7 thousand such bank accounts of military staff are now arrested. That is, now the guarantee staff has the right to arrest the amounts allocated to the Ministry to fulfill the state's obligations for housing. As a result, they were sent to repay the individual's personal obligations that were not related to housing.
To overcome the situation, the authors have plans to add the article of the law, including a list of income that guarantee staff cannot be applied in the proceeding procedures. It includes different social payments. Specifically, these are different benefits, pay compensation for an hour, pay compensation for harm, etc. If the law is approved, the allowances allocated to the military for housing will also not be arrested.
