During the meeting, Duma State delegates were approved in the third time, reading a final law that provided the installation in front of the Rustore app store for all smartphones sold in Russia.
In the explanation for the law, it should be noted that a unified rustore application store has been developed to preliminary installation on technical complex products, now it is available to install and use on all devices running Android operating system.
Private devices manufacturers (mainly Apple's smartphones and tablets) at the level of licensing agreement with users and the third application developers continue to set banned conditions, limit the ability to install those applications from independent sources, as well as access to certain functions of the device and (or) operating system.
The law stipulates the sale of smartphones in the Russian Federation to provide and update programs with a single application store, as well as pay when installing and using these programs using the mechanism of an application store.
The law also prohibits the establishment of conditions that lead to limited or unable to use Russian applications and a single application store, including searching, updating applications, managing their settings, ensuring interaction with consumers and sending notifications to them.
In addition, the law prohibits the restriction of implementation by consumers paying by Russian applications.
